Is fragmentation our friend?

Is smaller better? Proponents of the status quo defend the fragmented jurisdictional framework of the St. Louis region by contending that having smaller municipalities, multiple public safety agencies, and dozens of school districts is more responsive to individual and neighborhood needs. That might be true on occasion, yet the recent controversy over the Northeast Fire District calls that concept into question. Missouri state auditor Susan Montee called the Northeast Fire District “the worst” of the more than 300 agencies her office has audited.
